Found it! It's from Gandalf's speech about 3 pages before the end of The Council of Elrond in FotR. The paragraph starts "Despair or Folly?" said Gandalf.

are people still interested in my take on why LOTR is a modernistic saga? i copied the folder with my work over on this computer and i can perhaps boil together a little essay if there is an interest in the subject?
