It's just a few possibly too obscure references to American politics.  Joe Biden is the current Vice President of the United States and is famous for acting, er, not vice-presidentially (eg, cuddling with biker chicks on the campaign trail).  There was also a lot of speculation that he might jump into the current campaign, and a lot of people wanted him to even though he'd expressed no interest in it. Which is kinda like what happened with Blue in the mayoral election on here.
